If you compare blood lust with the other passives, you can easily see this one is way better. Specifically BM has many skill that can do massive damage allowing them to exploit blood lust. Just check those numbers, bm is up to do 600 gun damage with the core skull cracked (150 hp) and around 550 aux damage with the core trueshot (138 hp).
Lastest balance tryed to nerf BM strength but it didn't work at all, fire ball went to dex, skull cracked got its energy cost increased and brutal strike was nerfed aswell.
BM will be being in the meta as far as: They can do big damage and have a good lifesteal.
The problem here is that an incoming blood lust nerf would impact directly to BH. BH is not even close to do a similar damage as BM can do, so they can't take a big advantage of blood lust.
I would propose to change blood lust in BM with a rebuild of it. I have a creative idea that could work and make bm a little different.

The new skill would have the following effect:
Increase your energy and health by a % of the damage inflected.
Level 1: 5% to energy and health.
Level 10: 14% to energy and health.
(increase 1% per level)

This would have 2 effects for bm:
-Nerf the lifesteal from 25% to 14%. Current bm build is based in spamming strength and support, dealing high damage and receiving high damage with the difference that they have 25% of lifesteal. This exchange won't be as effective for bm with lower lifesteal.
-Allow bm to have another way to get energy. We all know how unbalanced parasyte could be, and how weak it can be against static grenade or static smash. So this is another way to get energy could be good for bm.

If they nerf Blood Mage's Blood Lust, they can have it as a seperate skill so Bounty's wont be changed

I like the idea of overhauling Bloodlust since it is extremely strong for the builds that BMs generally run. This would especially help with new promos inevitably favoring strength builds, which BMs currently lend themselves very well to, in large part thanks to Bloodlust.

However, I'm not sure the energy regen is a great idea on the whole, at least not in the form you suggestion. Sure it would help BM diversify its builds, since Parasite is an underpowered energy regen skill comparatively, but gaining energy with every attack on top of that seems a bit too strong if you have lifesteal as well.

Let's say that over the course of 4 rounds, a Focus 5 BM deals about 800 damage (which is definitely possible with a Plasma Cannon/Robot combo). At a 14% conversion rate, that's an extra 112 energy and HP. Definitely not as much HP regen as Bloodlust currently gives, but 112 energy could be game-changing, especially if you use Parasite on top of that. BM could potentially become the class with the best energy-regen class in the game, which isn't exactly a good thing since it already has tremendous damage output as well. I gave an example for Focus 5, but imagine what str/supp could do, and that build relies on cores, which cost less energy than skills.

Overall, I definitely think nerfing the HP regen percentages on Bloodlust is a good idea, and that you need another effect added as compensation, but I don't think direct energy gain is the right choice. Maybe make it a more defense-oriented skill to help Focus builds out. Also, as RaXZer mentioned, this obviously needs to be a change specific to BM's Bloodlust, without affecting BH's.

I am not sure if bm getting energy would be that broken. Yes, your calculation are right, but you have to put that in a real game.
BM is one of the weakest classes talking about defense, they doesn't have a passive shield like TLM, MERC or CH has. Also their defensive skills deals 90 damage on themselves.
As you mentioned only attacking doesn't give a great HP back: If you face a full support or full strength build, you can't just attack like you would get a lot of HP because that won't happen. You will have no other way to play defensive by healing or using a shield.
If you are facing an opponent with a debuff, as a BM you'll have to waste 1 turn shielding yourself and you will be probably healing next turn.
If you are facing a tank, you won't be able to do 800 damage in 4 rounds. Remember CH can have like 600 resistance, or even Merc can have 500 resistance and defense.

In other worlds, this won't allow BM to get plenty of energy, it would be to risky to spam skills in other to get energy.
What I would like to add is that parasite is the weakest energy skill because it takes a bit energy in 3 turns, other skills drain your energy with just 1 move. If bm is up to get energy by other way, opponentes would have to choose the correct moment to drain energy.

It is an interesting idea. Like Cactus said, could be a problem with the energy regain. Maybe parasite could be eliminated. Of course, it must be deeply tested.

Hm that could be a good posibility. Maybe parasyte could be replaced with assimilation and TM's assimilation changed to another new skill that would help more.
Like the case of TLM and BM where energy shield and blood shield were interchanged, and finally blood shield was reworked for bm.

I haven't any proof that this could work. Everytime I propose a change I give some battle examples or number calculations but for this case I have no idea. That's just something that came up to my mind and I wanted to share.
