The only way to obtain Unidentified 22, 23 and 25 currently is through "The Assistant" quest, which is publicly available from Drudgen like Supplies is. There's only 2 quests that are owner only for Drudgen, one being Contract Exchange and the other being for the Twin Blade of Nulgath. For the most part is it Supplies, just costing 100k gold per turn in with some slightly different drops and some slightly changed drop rates on certain items, which can also be different from the different versions of Assistant, the one from Drudgen, the one from Crag and the one from the To Go Hut, supposedly. Due to the high gold cost per turn in on top of Uni 22, 23 and 25 being 1% drops, it's not uncommon to sink in a ton of gold just to get 1 of them, let alone the one you're specifically looking for.
These 3 drops were removed from Supplies 4+ years ago at this point once the Evolved Hex, Blood and Shadow Orbs + armor sets came about, I think, so it's not a recent change.
