Backlash builds tend to go 0 DEX. They usually have END + CHA and either STR or INT. A rare few go LUK.
You will want some specialised gear: either autohit weapons such as Perfectly Balanced Blade, Thunderlord weapons, Kindred Swords, etc., or autohit spells such as Sizzler's 'Splosion or Vidrir's Judgement.
Another way to deal with lower accuracy is high BtH weapons/spells/skills or the 2019/20/21 New Year's Surprise spells that boost your BtH for several turns.
One final way is using Defence Loss status items; those need to hit the enemy before they work, however, so aren't always a good idea.
