With the new mechanics, does LUK still have any bearing on pets and/or guests, or is it all in CHA now?

Nothing about Pets and Guests was changed in the recent Stat Rework.

They will be handled in a later update.

To clarify, would this include DEX in:

Most likely,

Cray did write "Primarily segregating BTH and damage for the main stats to not depend on DEX, minor additions to END) along with the training overhaul."
No CHA mentioned only mainstats so its assumed Guests/pets DO still need DEX at least for a part of the BTH.

Yes, nothing about Pets and Guests was changed in the recent Stat Rework, so this is accurate until stated otherwise.
