for me even legendary ones often gets the nanotech shield often doesnot, what is the point of a npc gets nanotech shield? it only will make the battles longer than what already is..

This isn't a bug. It's a random chance for NPC's to have the skill in their skillset. See the 11th March Design Notes for more information. It's mentioned at the bottom of "Enter the simulation".
