grim: on the layter you have set to overlay or hard light you go to filters then look for blur then gaussian blur

[pretty good :P] though for ppl using PSCS3 you might want to do this :

make a layer on top of everything [or below the text n such] now goto filters>render>clouds [oh it will generate clouds out of the 2 colors you have on the palette] set opacity between 30-40 or less
