 No need for bug template. Happens at any level where jugg happens.

Description says enter 2v2 battle, but I get a juggernaut instead. Should say 2v2 or 2v1 because I didn't click 2v1 juggernaut, I clicked 2v2

This isn't a bug as juggernauts draw their opponent's from the 2 vs 2 player pool. In older templates they had warnings where it mentioned that you had a chance of running into a Juggernaut as a certain level in the past.

 Mother1 is correct. This is not a bug since there is a chance you will face a higher level Juggernaut when playing a 2v2.
