Could you help me please to provide a link of a good Image Editor Software?

There are many websites that provide Image Editor with monthly & yearly fees but I don't like any of them.
There are many websistes that provide free Image Editor but I don't like any of them either.

I would prefer to get as many links as possible, so that I could choose the best one.
I would like to purchase it as soon as possible.

I will use this Image Editor Software for helping [AQ Encyclopedia] forum.

What I want to do with this Image Editor Software:
1). Crop and resize images for [AQ Encyclopedia] forum.
2). Make some AQ Tags and AQ Event Banners as needed, etc. Hopefully they could get approved.
3). I would like to learn from it if I could become a good Artist.

Or, is there a specific Art Editor Software I need to know?
If yes, could you help me please to provide a link of a good Art Editor Software?
I would prefer to get as many links as possible, so that I could choose the best one.
I would like to purchase it as soon as possible.

Note: If you don't mind, could you help me please to provide a link of Image/Art Editor Software you use?

Hi BKS. For me, the BEST imaging and graphic design software that I've known so far is the ADOBE PHOTOSHOP!!! I don't think of any other software that can match this.

Lukrecia, noted and saved the information about Photoscape, GIMP and Paint.NET. Thanks for your time and help.

I already purchased a set of a proper image processor and anything else from a good website.
