Yesterday I went and replayed the Rosewood quests and was slightly surprised to see that Cinquefoil was still there and not a messager orb as ever since the quest Are Rocks Evil?, she's been a little busy in Swordhaven. Is this Oversight or just more trouble than its worth to code?

This has always been the case with DF. NPC's hardly ever change places (only exceptions I can think are Yulgar, Warlic and LC) as there is no reason for them to. That would take too much effort for a small team and it really serves no purpose. And by that logic, there should be orb in Sulen'Eska for Kara and Mritha for example, as both are currently in Doomwood camps.

And as you said, you were replaying quests. Since the main story doesn't go to Rosewood after Sands of Eternity, there is no reason for devs to replace Cin.
