Does the painting let you do the Lazy Quest whenever you want?

Yes and no. You'll be able to access Lazy Quest but the version you see in the painting will only give you 1 tick of rewards. The proper Lazy Quest that goes up to 90% of your daily caps is only available through the spinning Loco Head in the Event Hub.

Does the April Fools Painting allow you to replay past April Fools quest and get the rewards from them? Or just this years?
Also what's the maximum time limit for Lazy Quest?

There is no upper limit for Lazy Quest, although you'll effectively stop gaining rewards at 90% of your daily caps.

The Portal allows you to access every previous quest. The yearly editions of the paintings are just there for a new picture, but do the same thing otherwise.
