Trainer Eckhard: The time has come for you to obtain the traditional weapon of the Guardians... the Guardian Blade
Trainer Eckhard: You will require the Guardian Blade to focus your power. It will be necessary for you to develop further skills.
Trainer Eckhard: Luckily, we've managed to retrieve a cache of Guaridan Blades from the Willowshire Guardian Tower.
Trainer Eckhard: ...But the reconstruction of our Guardian Tower and training new Guardians doesn't come cheap.
Trainer Eckhard: Purchase a Guardian Blade from me, and I will teach you your next skill!

An additional, temporary access point is available via Trainer Eckhard at Falconreach Guardian Tower (Books 3 and 4) during Guardian class training.
