New tiers are achieved at 5, 10, 15, and 20 victories. If your achievement tier is currently "stuck" at lower tier than you qualify for, you may need to defeat the boss once force achievement to update.
If victories for a Boss Achievement were achieved before the update and no new victories have taken place after the tier update, then the above Design Notes states what must be done to prompt the system to sync the existing victory count to the achievement tier.
The need for an action to prompt existing values to sync to any newly added features that reads data is a limitation of Adobe Flash.
Example of this limitation are present in other AE Flash Games such as in currency donations.
AQ's donations occur according to real time, however the donation messages and currency updates are queued, displayed currency values from a character's profile requires a victory in battle in order for the message of donations received to appear and an update to the total currency.
AQW's donations have similar queues, however since the game features activities that do not involve combat, those messages and currency updates occur when the character is logged in.
