Simply put: Design Note Threads always becomes a war thread, because of many unsatisfied players. However, I believe, 25% of those who complain may have a suggestion to deal with the problem or wait to point things that none in bug reports acknowledges as a bug. AQW has grown too much in this short time prior to public release, but has yet a flaw too many to be fixed, being this lack of communication and some freedom of speech one of the flaws.

So, kindly as frequent forum member, brazilian player of AQW, I'd like to suggest the rise of this board: "AQW Suggestions and Complaint"

And I would kindly expect my plea to be heard

Okay,
Complaining, Trolling, Flamming, Etc. is against the Comprehensive Forum Rules. So there can't really be a "Complaints" Board.
I guess you could use the =AQW= Gameplay Feedback Thread, aslong as you use Constructive Criticism, and not just complaints an other rude comments.

For Suggestions,
There's already the Art and Quest Area Suggestions which you probably know.
AE will open Suggestion Board(s) for AQWorlds when they want/need Suggestion Board(s).
Untill then, there's no point in having Suggestion Boards if AE won't need to read them -- It'd just wait users' time.

Complaining and trolling are different.
Example of an acceptable complaint:
"The X item could have a little cut on the cost, but is overall acceptable"

Example of unacceptable complaint:
"This item if way too expensive!"

Example of trolling:
*Too much insults, so I can't put it here*

The Gameplay Feedback helps? Helps to AN EXTENT... Will they read it? I'm not sure...

Just so you know , this is a privately owned forum. There is no freedom of speech here. There are specific rules that you agree to when you sign up here and Zyrain has linked you to them. When the game staff is ready for more suggestions then the Suggestions forum will be expanded.

The game staff listens to the membership. They have proven this over and over again but they can not satisfy everyone. There is always going to be members that are not happy. That is just the way it is.

Your post also comes off sounding very demanding which is not the way to go about making a "suggestion".

Actually, Zyrain hit the nail on it's head with the reasons.

Complaining and trolling are different.

Not necessarily, complaining can be a form of trolling, since trolling is trying to instigate a negative reaction.

Example of trolling:
*Too much insults, so I can't put it here*

That sounds more like flaming.

Also, the rules specifically state all three things, acknowledging that they are not all the same, but forbidding all three of them.

As Zyrain said: for constructive criticism use the Feedback thread, that's what it is for. And Suggestions go in the Art suggestions board, or when the staff asks for them in the specific thread for the medium the question was asked in.

Elnaith, that's self-censoring I did. Not that I was going to troll, but I was going to give an example. I could have simply linked to the thread where a troll was sighted, but it got deleted.

In Internet slang, a troll is someone who posts inflammatory, extraneous, or off-topic messages in an online community,
such as an online discussion forum, chat room or blog, with the primary intent of provoking other users into an emotional response
or of otherwise disrupting normal on-topic discussion.

Flaming is hostile and insulting interaction between Internet users. Flaming usually occurs in the social context of a discussion board,
Internet Relay Chat (IRC), by e-mail or on Video-sharing websites.

A complaint is an expression of displeasure, such as low quality service at a store, or from a local government, etc. In this case it
would be about the quality of releases made by idiots who have no idea how to code or design things in Flash.

Flaming is more or less what occurs after the act of trolling or complaining begins.

Hope this cleared some stuff up.

Considering complaining, trolling and flaming are all against the rules, it's silly to have strict rules and then have a forum that allows one to freely break those rules.
