I personally like reading text in color sometime, but I can't stand reading some color like light green and yellow. I suggest a forum post (rule) about which color can be used and not can be used.
I don't suggest prevent all color, just make a list of bad color and not to use

I'm not sure if you can punish people regarding what color they choose. Even if it was a rule, it would be redundant allow the color choice to be selected while punishing those who do so. An easier method is just highlighting the text you feel it's too hard to read. It's also possible to add this color problem in the Proper Forum Etiquette thread, though that wouldn't obligate people to respect it.

If I remember correctly, posting in really bright colors, such as this is not allowed. Telling the difference of which colors are usuable and which are not should be relatively easy-- if the color makes your eyes squint to read, then it shouldn't be used. The text should be readable with ease. It's not stated in the Comprehensive Rules, but it was in the Universal Rules before (again, IIRC).

A comprehensive list of which colors are allowed and which are not isn't feasible at all, given that there are over 16 million possible colors that can be made on the forums (256^3), and anything else is likely to result in people going "But the list didn't say I can't use this color!". The general rule as moneybags says is "If it's tough to read, don't use it." Posts made with excessive formatting (switching colors several times in a post for example) or in a color that is tough to read should be edited to remove the formatting that is causing a problem by an AK or mod.
