This idea sprung from this forum post. In the post the original poster says:

I understand your intention when suggesting this board, though the problems mentioned above make the implementation of such thing very unlikely, and I also don't think the situation you pointed as the main problems are so frequent to the point of requiring a board. While it is a well-intentioned suggestion, I don't see it being implemented due to the problems it could create.



So here's where my idea comes in, simply make a special "Register with temporary I.D" once clicking this you will be sent to the Terms and agreement page. Where they should read it. The forum randomly generates a name and password for the guest. The temporary I.D grants them access to the same areas as regular members, but under certain restriction such as a longer wait between posts, and restriction usage of the emoticons. If rules of the forum are broken (Severely) they are immediately removed. This provides enough time to ask questions, get to know the place and just experience AE forums. Once the time limit (1 or 3 hours) for the Temporary I.D is expired, you are redirected to a new screen which either allows you to "Register a full account" (Using the same Name and Pass given or an entirely new one)

I think this has the same issues that Kain pointed out in the original suggestion, namely that a user can just create a temporary ID and spam/flame/troll/whatever with it without consequence, then once it expires go away for a little while and come back and do it again on a new temporary ID. If we required the temporary ID to be tied to a game account like regular forum accounts, then we get to the point where the user might as well create a regular forum account. They've already completed all the steps for one after all.
