Only forum staff and staff assistants, as well as users with titles such as Helpful or Creative, are allowed to upload their own avatars.

If the avatar in question is AE-related, you can submit it for public use by PMing it to Seahawk provided it meets the appropriate criteria.

In order to make a picture your avatar, it must first be submitted to become an avatar.

If you have custom avatar privileges, you can make your own avatars.

To quote the Forums Support FAQ:

11) "How do I get a custom title?"

12) "How do I get a custom avatar?"
