i went to my inbox to read a message and noticed a bat half full that said "PM status"
what happens when you get you get it to 100%. does it just mean your inbox is full or something

At 100%, your inbox is full, and you will not be able to send or receive PMs.

Yes. The PM status shows how full one's inbox is. When it reaches 100%, one will not be able to receive PMs unless one deletes some.
