EFFECT
While wielded, Water spells deal 118% Base, Random, and Stats damage. This applies based on the individual hit of the spell; the Water hit of Elemental Doom will get the boost while Water of Immortality will not, as it deals Heal damage.

Analysis
Magic Water 100% proc weapon. Deals 90% standard damage because of being 100% proc. To pay for the Water spells boost it forgoes the standard 1.02 boost to normal attacks a 100% proc weapon gets (already factored into the above numbers).
