Ok sometimes I see some other people with the title "Banned" beneath their forum names. What does it do/mean?

Basically, when breaking a rule you usually get a warning (usually from an AK or Moderator). After that you might have a short ban
for the second offense and finally the third offense results in an official ban. Ban's can vary from being for 24 hours to months to forever.

So read the rules and post carefully!

Ban evasion is a different issue entirely since that occurs when someone is already banned and tries to circumvent the ban. In order to get banned in the first place, you usually need to accumulate warnings and severe warnings. We take into account several factors in determining all the goes into a ban. When you are banned, you cannot use your forum account for a period of time. We send an email notifying users when they are banned, how long they are banned, and how they can appeal, which is why using a real email address is imperative.

Considering not all of them got banned for Rule breaking but sometimes a User himself would request his account to be banned for a request.
Posting the names of the specified members will not help you, but you put them on shame instead.
