I will make this short.

I think EMPs should have a 1 turn cool down, so that other players would have a fair dueling chance.

* 1 turn warmup

Not supported. EMP is the best energy draining move in the game, and this would OP EMP builds and the hunter class. Especially CH who have it from the start. If anything the cooldown for this move need to be increased by a turn since it is 100% unlike the others which can be blocked.

I would prefer a 1 turn warmup before immediately using it.

I'm pretty sure OP meant 1 turn warmup not 1 turn cooldown. I do believe that would give EMP the slight nerf it needs.

For me it is okay because a malfunction can finish your plans when you have emp grenade and also uses higher energy than the other burning energy skills
