You can go to the Factions section if you wish to advertise your faction, otherwise any other faction related topics (eg. features, etc.) can go in the General Discussion.

It would bring attention to the faction section; putting it in EpicDuel's forum.

Just so I'm not missing something, what kind of new category are you suggesting?

SMGS already mentioned where you can post faction topics ( If it is general faction topic(s) it can go in EpicDuel General Discussion forum while faction recruitment belongs in EpicDuel Faction forum which is part of CFG&H: http://forums2.battleon.com/f/tt.asp?forumid=320 ).
