The Special also has an additional Effect:
    There's a (# of hits that connected) / 3 chance of making the monster Afraid. The monster can resist** with a save, at a +0 bonus:
      Level: 15 vs MonsterLvl
      Major: 45 vs MonsterCHA
      Minor: YourLUK vs MonsterLUK
    If it fails, then it becomes Afraid* (1 round; [Its Ice Resist]*50% chance of not acting). Robots, undead, and monsters whose Ice resistance is 0 or lower are immune.
* The icy touch of the grave has frightened your foe!
** Your foe feels the chill of the grave, but shakes off the worst of it.

DESCRIPTION
This staff holds the souls of those that have died in all manner of cold environs. It is capable of unleashing those souls to terrify your foe with the icy embrace of death!
