For example, Me being at level 22 should NOT be put against a level 35 (which happens frequently)

I think this is a bug. Its happened too me once. On my lvl 25 bloodmage.

I believe the highest/lowest level difference is 5. Probably a bug you got there.

Sounds like a bug to me. You shouldn't be facing a level 35 period if you are a level 22. You should report this to the bugs section so they can get it fixed.
