Just two differences, and I don't think it can be even be Oped this time.

1. Base Energy Amount Granted
Lvl 1~3: 3 Base Energy
Lvl 4~6: 4 Base Energy
Lvl 7~10: 5 Base Energy

2. Blockability
-Strike Damage: Blockable
-Energy Regen: Unblockable

Eh....a little bit more energy

Lvl 1: 1 energy
Lvl 2: 2 energy
...
Lvl 10: 10 energy

Cooldown: 3
Stat required: 24 Support step 2 (This means 42 support at Lvl 10)
Energy regen is guaranteed, damage is not guaranteed.

He means base, so it will always regen that OR more if the damage is high enough to guarantee say 8 EP instead. Mind you, this sounds exactly like my idea which is funny, but since I've also suggested the same thing then of course supported.

this kind of seems like the old statistic charge BUT come on guys look at cyber hunter with its +10 resistence AND energy regain also malufunction... It seems to me it would be a bit op BUT still wouldn't even be able to touch tlm. I agree statistic needs a buff it seems OK up to 5 energy but NOT more. As i said tlm are so op... you don't even know.

As Trans said, it is the "Base amount".
Therefore, the least amount would be:
Lvl 1~3: 3+1 Base Energy
Lvl 4~6: 4+1 Base Energy
Lvl 7~10: 5+1 Base Energy

This comes from the lowest amount coming from the percentages

They should just bring back the old static charge because now cyber hunters are weak..

Base regen just going to turn em all into tanks :/ , but poor static needs
some sort of buff this better then nothing.

Static charge should be an active skill that you can use every turn that does 85% dmg and is blockable.
