For balance reason and so it is equal to the other cores they need to make it so you can use it even if your target has no energy.

Pointless suggestion, not sure why would you do that when your enemy's mana is 0.

Not supported as the purpose of this move is be used to drain energy not as a free hit.

Should've bought the Meteor Cores if you wanted to use it for pure damage (to finish the enemy off). Frost Shards are to be used with its effect, not without it.
