I think we should be able to move our skills when we are retraining but for each skill moved it costs like maybe 1k-5k credits because you can put your needed skills next to each other and saving a skill point or 2. But to be able to do this you have to be at least level 20 or 25 so you cant put massacre or something else on top in the lower levels.

It wouldn't be a tree then anyways.

They are actually put in the positions for a reason.

-Why aren't stun grenade and multi next to each other? Dex Abusers. Force them to use some stats first.

-why isnt malf and deadly aim next to each other? Glass cannons. Otherwise they could have another 3 stats to put in another skill for an increased win chance.

Those are just two examples.

Yea, a lot of the extremely useful skills like static smash, assim, deadly aim, etc... can only be invested in after sacrificing a couple extra skill points. Whether or not you decide to use overload and plasma rain for a build with deadly aim is up to you, but many people don't.
