What you cannot do is balance attack skills with energy skills: it does not make any sense. Health and energy are 2 separate parts of the game, and comparing them is trivial. It is best if you make Atom Bludgeon belong to only 1 category (attack/damage, stat, health, energy, stun, ultimate, rage) rather than make it cover multiple categories, because then it becomes a skill "outside of categories", and is never clearly balanced with any other skill fairly. So, if you want to make it purely energy or purely damage, that is the most preferred option.
