As it stands, this is based on end-game performance, where the Bounty Hunter or Mercenary might have received enough energy to use Field Medic or others (when they absorb 17+ energy from their energy skill). Before players get down to the last % of their energy, these skills will still have the highest impact above all, disregarding the changes seen in this balance update. At least this change makes a positive step, I will not disagree with that.
