This is a very neat idea and is definitely able to be implemented as the game engine already supports semi-user defined boosts via the Upgrade Shop. I'm not in support of the power packages being rewarded via the mail system because I feel having them represented as items is much better due to the mass integration items have with the game engines. I also strongly believe it would be overkill to just hand the power packages out without any client-side (missions, npc fights, war prizes, etc.) interaction. I would prefer the boosts as items because items are already integrated with the game's server and client mission engine. There would have to be a slight change in the module used to handle inventory that would allow one to activate the boosts (think how Arcade Tokens allow you to jump to an arcade in the game). That being said the developers could add/alter some daily missions to reward a boost and even add boost drops from boss NPCs. I believe if implemented correctly, this idea could serve as a very strong addition to the game's core grinding experience (it appears lots of players are currently dissatisfied with the current grinding mechanics). For those that saw how much players enjoyed the gifting event, a major reason why that enjoyment was even present was because the event added a better way to earn credits. So won't this idea if implemented correctly, albeit it won't be as great as the gifting event, but it will be an improvement to the overall experience for grinding credits/levels.
