I disagree with a zero cost change, at 25x charges and 90 Energy cost, Bacon Breath/Rain deals 114% at a 1995 credit cost, which is 114/1995= .0571 damage per credit and Meteor deals 110% at a 1500 credit cost, which is 110/1500 = .0733 damage per credit.
Meteor is more effective with its damage/credit ratio, and a buff isn't needed to widen the gap, between Bacon and Meteor, basically the existence of a difference between these pair of items is founded on a damage/credit ratio, and the player should be allowed to choose which one is worth it for themselves depending on how rich or poor the character is.
If a player really wants to use a core that deals primary damage, they should not use either of these two cores and use Harvest/Spectral Reaper for the 120% damage at 90 Energy cost Jack-O-Fire core, but there is little reason to use these three cores instead of their class' primary weapon skill that surpasses all the mentioned cores.
