Its pretty much for anyone new to get any weapons from the black market moglin is it?

If i understood the question correctly then the answer is no

The B.M moglin allows you to upgrade and lvl up specific weapons however those weapons were either sold in limited quantity and cannot be obtained or related to a special offer or a code from an item you can buy in hero mart - you would get the lowest lvl version of the weapon and could then upgrade it at the B.M moglin

Most of the Black Market Moglin's items are rare, but the following can still be obtained:
The resource required to create the Ultra Omniknight Blade can be found in the Ruin of Darkness quest.
The Grove Tender and Sun God sets can still be obtained from their respective Dragon Coin packages.
Thyton's Magitech Scythe can still be purchased from Heromart.
The Scythe of the Dark Amulet can also be purchased from Heromart.
The Obsidian Dragonblade can be purchased from Heromart as well.
The Doomed Dragon Amulet Scythe of Elementals is not available right now, but returns every June for DragonFable's anniversary.
