We have seen community goals work before (Nilak's Donation Drive comes to mind). However, that was a winter donation contest (hence gold and Z-token donations), had a subrace as the top reward, and included rewards for the top donators. While whales do support the game massively, they also need to get something out of it. It's not purely charity, even if it mostly is considering the sheer amount they give. Community goals could work, but they must be accompanied with other incentives or are sufficiently special, as a subrace would make most of us far more willing to donate more. Otherwise, we get a form of the free-rider problem, which sobodobo mentioned. If we were discussing whether more of the top donators should get rewards, I would give a firmer affirmative. The rewards for this contest are more exclusive than those in past contests, and I cannot recall a reason why. We had just made war rewards more accessible, so it confounds me that the donation contest rewards would go in the opposite direction.
