Is the Void Spear inherently better since most monsters have a take a 200% to void damage?

Despite the name, the Void Spear of War deals Harm damage.

Several things:
1) Void Spear of War's name is kind of misleading. It does not do Void damage, it does Harm damage. Most items that do Void damage get a /2 penalty so it matches the Harm resistance anyway.
2) You cannot really compare a weapon that does non-elemental damage with a weapon that can toggle to all normal elements.

If you are against a monster with 100% in all resistances, attacking with Harm would be better than UDSoE, since Harm gets -10% damage and UDSoE gets -15% damage.

Void Spear actually does harm damage, not Void.

Otherwise, it depends on the monster's elemental resists. Dragon Scythe has a 15% damage penalty, while Void Spear of War merely takes -5%. This means that the Scythe is better against monsters, whose highest resistance is >110% (discounting the increased damage intake). In all other situations, the Spear is better.

Just to clarify then, there is no point in using Harm or Void unless all resistances are below 90%, and Void and Harm do the same level of damage?

Void and Harm are not necessarily the same. The things people are saying refer to general cases. Void damage is very much worth doing if because of a specific trigger since there is no damage penalty. Items like Frozen Dragonslayer and Paladin can do double damage due to triggering to hit Void damage against dragons and undead, respectively.

The math is also a bit more complicated than that. Harm is an additive -10% damage. Elemental resistances of 90% are a multiplicative damage decrease. The former is a much smaller damage penalty than the latter, especially once you take into account other often-used damage boosts like boosters and Bloodzerker items. In practice, it's probably closer to <= 95% elemental resistances is worth using Harm over the 8 standard elements.

Well yes there are. But they're not reliable sources.

Water: Blade of Nereus series on their special 1/3 of the time (4% of the time)
Wind: Stribog Blade series on their special 1/3 of the time (5% of the time)
Ice: Nemesis mace with FSB 12% of the time
Earth: Old Morningstar Set FSB but it was changed to Earth damage only I believe
