I am a old returning player (stopped at end of book 1) and I am bit confused with the REimagined stuff from the design notes.

What does REimagined means? Are they book 3 quest that resemble old quests or did they straight up replace old quests in book 1?

They are updated versions of the old quests aka Reimaginations of those quests (aka adding music, facial animations, new art, tweaking or rewriting dialogue, etc). Currently Doverly are focusing on the early part of Book 3 main story.

If you are returning player, I highly recommend you reading the Design Notes meant to returning or new players.
