I've long assumed NPC chance to block, deflect, crit, go first, etc. should be calculated as normal, and perhaps that is the case or was meant to be the case. NPCs have fixed stats, but support is the only stat that can measured precisely in a practical manner to test this, by calculating the scale improvement on their Field Medic. The empirical crit and first strike rates certainly seems consistent with what would be expected with respect to the known support values of different NPCs. Dex and tech are more difficult to measure, but I never had any reason to suspect that they operated in any way different than what would be expected.

However, it was recently brought to my attention that Administrator 12 (the one found only in Jugg) is able to block against a build with a certain amount of dex, despite the fact that other NPCs that seem to have significantly higher dex than him cannot against the same build. Since it's inaccurate to judge the relative dex of NPCs solely on their defense (NPCs evidently have armor bonuses to their defense and resistance that add a base value), and it'd be impractical for anyone to really test on Admin 12 since he can't be challenged outside of Jugg, we didn't really continue pursuing the issue. It's possible Admin 12 did have high enough dex and nothing was wrong.

But later, I found something that made me think again on this issue. Evidently, the block cancellation effect that Hunter's Mark has on the afflicted player doesn't work against NPCs. In PvP, the 50% reduction is more than enough to guarantee that the afflicted player cannot block attacks; this was not the case when I tested it against Caden, who was still able to block after being afflicted. The red flag was that the defense reducing effect did work as it should, so the problem wasn't that the skill wasn't working altogether. Hunter's Mark's real effect seems to be increasing the user's hit chance with a subsequent reduction in the afflicted target's hit chance, which leads me to suspect that certain NPCs may just have an intended base chance to block. If that's not the case, then the issue is clearly a bug.

Tl;dr: The block reducing effect of Hunter's Mark doesn't work against NPCS, and this may be related to other underlying issues with how RNG is calculated with NPCs.
