I am not able to access the shop from the war of the story book. I was wondering if it was possible to acquire the Unlucky Clover item here.

It is still possible. Sometimes while there's an ongoing war event, past static wars with unlocks are impacted by the current war's progress. In this case the shop containing the weapon you're after was unlocked at 50% in that war, so perhaps checking back at 50% of the current war will reveal the shop again.
