Neurotoxin has a 1 turn cool down with a 3 turn duration. When it cools down, you should not be able to re-apply it on the opponent if the effect is already active, but you can, and I believe this is a bug. When you re-apply it, it does not extend the duration of the debuff, so it's basically wasting energy to do a strike.
