To expand upon that: your base chance of succeeding at the very start is 51%. Add onto that the +20 potency, and the fact that the skill in-built in the misc has an additional -20 to the (monster's) save, results in a 91% chance of you succeeding right out the gate (51 + 20 + 20). At this point, all you need is another net +9 to the save from your stats to make the save unwinnable, and since it uses CHA, there are very few monsters that this won't be a problem with, even if you have zero LUK. The only mobs who are going to have a decent chance of saving against this are mobs with full CHA and LUK when you are zero in both stats, or mobs that are much, much higher level than you are (basically just Carnax and Void Nightbane). I should also note that unless they changed it and I just didn't notice, Boss Boost doesn't affect damage-dealing statuses, so it shouldn't make a difference on the burn saves for this misc.
