Are there any guests, pets, armors that skip a turn to power up their next attack? If so, what are they?

There are Ambushing Diamond Dog and El Santo Moglin for light pets. The former just skips a turn while the latter also makes you pay some MRM for some extra damage.

Spacefarer's Space Gun is rare, but it's one of the best 100-proc ice weapons in the game.

Axemaster's Burden skips your turn for a stronger attack on the next turn. It's one of the better F2P FO Wind armors.

There may be more, but those are the ones I know off the top of my head.
