I believe* it is only affecting base rate right now and is due for a "fix" which requires an engine update. When you gain hypercrit from various sources, it's giving the damage boost w/o the reduction in rate. I'll give you a couple of scenarios it's working and not working. Scenario 1: You have lust pet and your build is 250 char/luck (lust scales with these) and so lets say it adds +45% to your base rate of 10%, and thus is now 55% (using fire attacks) Lets say you are also wielding golden dragon head shield and blocked all hits, and this boosts your lucky strike rate up another 33%, for 10+45+33=88% lucky strike rate (using fire attacks) or 10%+33%=43% vs all other attacks. If you wield ferocious crown, this drops to 44% (using fire attacks) or 21.5% using all other elements because these add-ons are *not* "Hypercrit". They're adding to BASE. Weapons you see adding LS rate like zealots and things also add onto this overall amount. This is *different* than Hypercrit. Scaenario 2: You have both the strawberry and blueberry shieldcakes, and you click each one's hypercrit ability for 50%+50% for 1 round of 100% "Hypercrit". Equipping the crown is *not* dropping the rate by half, but is *still* increasing LS damage. That's whats going to be fixed eventually.
