I recently received my 2023 calendar and have sent in the code to get the Timeless Lightsticks as well as the Epoch armor.
However, even when I equip the Lightsticks while using the Epoch armor, it does not seem to change at all, even during battle. I'm unsure if this is a bug or if there is a level threshold that must be reached.

The simple answer is that the 2023 Epoch artifact's functions to modify Epoch is not yet implemented due to, just like tradition, having no art yet. Skills, sure, since this'll just be Doom Epoch's reskin if going by the trend that last year's Epoch artifact resulted in a reskinned Eternal Epoch, but better have the full package than half.
