The heal resistance reduction isn't massive, and damage over time effects (like Regen, although of course regen heals) have a wide damage range, so it's very possible it's working properly, and you just don't notice it because of the random variance of the power of the regeneration. That being said, if you want to do a definitive test to see if the item works, there's an easy way. Lowering healing resistance also lowers monsters' SP regen, and SP regen is the same every turn (almost always). So, if you use the shield, and the SP regen doesn't change, then you know it's not working. Spoilers, I went ahead and did that test, the shield doesn't seem to actually be reducing healing resistance, at least for the purpose of SP regeneration. It's possible that this is caused by it being a status, and ticking down at the wrong time each turn so that it's never active at the beginning of the monster's turn. Or it's just bugged in another way.
