for GIMP, just open up a new transparent document, make whatever pattern you want, then save as a .pat, and save it to

GIMP-2.0 > share > gimp > 2.0 > patterns

then just open open the patterns tab, and refresh it. your patter should be there.

Alternatively for GIMP, you could select all, then go to Script Fu>Selection>To Pattern. It requires much less effort.
