The AQW Character ID in my forum 'Edit Profile Page' is different from my AQW Character ID of my house, is it normal?

No. Your AQW character ID should be same as the other one in that character house

If I edit my AQW Character ID in my forum 'Edit Profile Page' to the AQW Character ID of my house, will it affects the functionality of my accounts both forum and AQW?

 Editing the character ID won't affect either account.

If you have the "wrong" character ID in your forum's AQW ID section it won't display your AQW character when the AQW character forum button gets added in some month, no more no less, nothing to really worry about! (it won't have any effect on the game)
