Except quite frankly, the most popular ideas aren't always going to be the best ideas to be implemented. For instance, using a rather extreme example, I am quite sure that a suggestion of giving everyone thousands of ACs would be very popular. It would also be actively harmful to the continuation of the business. :P
There's also the fact that we removed player-created polls from the forums for very good reasons, mostly due to spam. Consider the amount of spam generated by recent non-official petitions. If official voting for player suggestions were allowed, this spam would only multiply, and the results would be almost entirely useless.
Furthermore, popularity will always be a deciding factor in a voting system in a community such as this, when item suggestions shouldn't have anything to do with the popularity of the suggesting member; the quality of the suggestion should speak for itself. And while the game staff will always keep its ear close to the ground, looking for ways to incorporate feedback and suggestions from the players of AE games, a voting system, especially with the demanding attitude that the results of the vote would inevitably give way to, would from where I stand do more harm than good, hurt the feelings of forum members, and actually harm the relationship of the community members and the development staff.
