thats why they should have an EXP "bank" that way when we reach the cap and we do battles, quest and whatever else, the exp goes into the exp bank. so the exp WONT apply to the lvl, but the next time there is a lvl cap increase, u can use the exp from the exp bank to lvl up and not have to waste time lvling up when u already wasted so much time fighting when u were at the cap.
and tada problem solved.
this would also mean restoring peoples exp and from already fought battles at the cap.
so bluebird will have like a million exp in the exp bank, so when lvl cap raise comes he can transfer exp from exp bank to his lvl. and lvl up instantly. this way all of those already fought battles where we got NO EXP AT ALL, will not be a complete waste.
