One of the main things I'd do to create said "balance" would be to eliminate all set damage. Instead, all damaging skills would use your weapons's Attack Power, like Charfade's Staff has +32(this is to specifically prevent more STR builds...) and use a percent, I don't have any specifics but, this would allow for ALL skills to be useful for all levels. Like say(this is just an example, I'm not a master balancer), Super Charge does...300% WD at Max with 70 Dex(Items' stats included into the process).
