im lvl 33 i was facing a 24 and 27...

it woulndt let me pick the 24 as a target and even when it was just him and i it wouldnt let me hit him....so i just sat there for an hour till i died

yeah i heard u cant attack enemies in 1 vs 1 or 2 vs 2 if they are 6 or more lvl lower than u.
which sucks.
