Is this considered spam or against rules?
I cant find it anywhere.

If you mean thread titles, members are not able to bold them. Otherwise use of the bold tags is allowed as long as it is not excessive in such a way that it detracts from the post's legibility. For example bolding all the vowels in a post would probably be considered excessive and removed as spam.
