Legion and Doom finally open?

I see 813 people in Epic, 731 on Exile while Legion has 72 and 118 people at Doom. Is this really permenantly open after 1 year and many months?

There is a bug where nobody can log into Exile. I expect the server openings of doom and legion are due to this reason.

Ahh well I just assumed it had something to do with that issue though...in case it happens again?
